In a nutshell, every City employee, especially any Council members, should immediately reimburse the citizens of Columbus for the price of any 'free tickets' they accepted, and everyone else Hester swapped out services for should be charged with receiving stolen merchandise. The practice of accepting event tickets against the rental costs or as part of the rental contract, should be stopped immediately. Council should not wait for the 'results' before scraping Hester over the rocks.
