these bonds.” -- Hmmmm...so "Individual taxpayers are not responsible
for the repayment of these bonds.". Hmmm...key words, "individual
taxpayers"...but since government has zero dollars of its own, taxpayers
ARE responsible as a whole..

and Legislature are just stupid. Oh! And don't forget, that's $4.75 Billion
EACH annually, to spend freely in their new states that woulda gone in the
California toilet..
