While it is redundant to say the DIM&DUMBERats haven't thought, heck, have even felt their way through the problems of having an even number of Electoral Votes and the possibility of a presidential tie.

What children should be learning by the 5th grade is knowing the proper names of words, how to add/subtract/multiply/divide, the states and their capitals, the importance of the US Constitution, the truth about our history,and let them figure out that their feeling about the opposite sex is not about "cooties", and if there are standards to be learned, it is about the standards they should insist on in their teachers and legislators.
