I do think the outside "investigation" should have focused on what COUNCIL has not done to keep it's promises to the taxpayers...

The Chief is getting 30 days to plan a reversal of nearly 15 years of Council not addressing the promises it made to get the Public Service LOST passed in 2008. I think Council needs to submit a detailed plan as well..
