Online headline: "LA approves ballot measure allowing non-citizens to vote in local elections" -- Hmmm....Non-citizens voting in local elections? You know, if a city....state for that matter... adopts such a "law", then votes  counted should be tabulated by citizen vs non-citizen so there's a record of how many 'non-citizens' in a city or state. Thus, with this new knowledge, Congressional District could be allocated based on citizens, and federal programs could be funded considering only the number of American citizens served.

I hadn't thought of this until just now, but maybe the Republicans in California ought to solicit Europeans to enter illegally just prior to elections to vote, then go back home.. Obviously, only giving South and Central American citizens open access is racially discriminatory...
