Good grief! Whether noncitizens could vote or not for state and federal offices, noncitizens would still influence the candidates running for those offices.. conservative candidates would not stand a chance to win local races, and therefore thwart conservative candidates from building up recognition to run for state and federal positions.. That means noncitizens' votes would affect every other voter in every other state (but california) in a crippling way which should make NYC's "law" unconstitutional!

Hmmm.. this reminds me of a a local liberal effort to designate an area thought to be a cemetery, but ground sonar searches could find nothing that indicated the plot ever being used as a burial ground. In spite of evidence to the contrary, it was still declared to be one, and a marker was erected calling it a site of "Internment"(which is involuntary confinement) instead of a site of "Interment" which is a burial site.
