OK.. 1 - he offered a plan, but it did not focus on reducing the cause of nearly all police/citizen interaction... committing crimes. and 2- It's not just the law enforcement people in power who need to be made "uncomfortable", CRIMINALS need to be made "uncomfortable" wielding "their power" over victims by strongly dispensing.. and enforcing... stringent consequences for their actions.
