There will need to be well enforced REINS on athletic departments and recipients alike..… such as contracts that at least 75% of "salaries" be held until recipient athletes COMPLETE a "usable" 4 year degree, and if  an athlete  "skips" a class, a substantial "deduction" be made, and failing or dropping a class means being "dropped" from the sports/salary programs altogether. There will have to be real TEETH in the details to keep this from getting any worse than "N.I.L." has already become..This is about giving GA universities $20 Million per annum plus a one-time $2.7 BILLION dollars for current and backpay for athletes... At worst, this would be REPARATIONS; at best, this will be a fiasco! How the "H" can this even be calculated! Wait a minute! If this makes it off the ground, I want my share from the 1960s...with INTEREST!”

Oh... one other thing about the new "N.I.L."  compensation act needs to do.. it must put a closure to "the portal"..
