The issue is a liberal curriculum, that doesn't promote good reading habits nor expectations.. Liberal curriculums advocate for grades to be the same for all students, and lowering the results is a lot easier than raising them. Good reading also requires parental involvement, especially at younger levels, in reading to and with their children,  and just as liberal concepts of not wanting parents to be responsible for feeding their children, liberal curriculums don't want parents input in their own children's education. 

You know, how come we never see reading level comparisons of public schools vs private schools, and why do we see Unions so anti-school choice programs?
