Didn't ex-City Manager "I-see-a-nothing" Hugley claimed he, personally, was responsible for all these? Of course, what he was really responsible for was the maintenance  of the Government Center (et al) and we see how ineffective he was in doing that!

Brian Kemp as their campaign chairman in a Declaration of Intention to Accept Campaign Contributions to run for Columbus GA mayor. * Charlita Nicole Grant filed the form on Oct. 3, listing Kemp as the campaign committee chairman and treasurer. * Kemp’s office declined to the Ledger-Enquirer’s request to comment on the form but confirmed the governor is not affiliated with Grant’s campaign." --  Saw a copy of the form linked to the story, but the form is not on the City's Election webpage with all the others... What I noticed, too, about the rental address used is that there appear to be a cycle of "weird" transactions involving selling prices of that property (2832 Colorado St here in Columbus, GA)
