Without doing any personal research other than listening to why enough Republicans voted for it, the obvious 4th problem with it is that 'it's stupid'.

Four yo-yos worth a total of $75 were reported stolen from the assistant principal’s office, reports show. -- 4 yo-yos..hmmm... wonder what their job description was?

Council needs to establish a "sunset date" on the position it created to "end homelessness in 10 years". Perhaps an evaluation at the end of 3 years to show whether any positive impact has been made, or at least a 5-year evaluation to see if there has been enough impact to think that the 10 year goal can be met. Either that, or dump it completely on January 1st, 2011.
