An athletics complex with tennis courts and fields for other sports could be built on those two parcels for district-wide use. “That would give us 70 acres, which is about what we currently have at Spencer,” Caggins said. The Spencer property off Victory Drive would be sold, he said." -- Wait a minute! The Mayor and Council "know" yet the MCSD won't "tell" the taxpayers? And the current Spencer school property will be sold... to who? I also want to know why the current Spencer land would be valuable enough for private interest, yet deemed unusable by the MCSD...Oh, and why hasn't the sale of the property been figured/calculated into paying for a new Spencer?

One of the major subterfuges that the MCSD is perpetrating is not voluntarily disclosing the location it would build a new Spencer High School... why would this not be freely disclosed.. First the MCSD said it already owned the property, but has backslid a bit to say it involves a land swap with the City.. BUT.. since the land is not in private hands, and a deal is in place, the value nor availability will not be affected by disclose so why isn't the MCSD being forthright with the taxpayers. As it stands now, the SPLOST vote is not just a "yes/no" issue.. it's an issue of "NO CONFIDENCE", and that reason alone soul be why we need to vote it down.

Yesterday, I copied the 2009 SPLOST Committee minutes from its August 29, 2013 meeting . It referenced Spencer being built on "plastic soil".

Definition: "Plastic soil" generally means the soil is predominantly clay - and the more plastic the soil, the more expansive it will likely be. The soil's plasticity is measured by two tests: the Plastic limit and the Liquid limit. The Liquid limit is always greater than the Plastic limit; the numeric difference between them is called the Plasticity Index - often referred to as the soil's PI."

All our soil in Muscogee County , with a few exceptions of granite rock base, is clay.. Where would you build a school that's not on clay?

Based on the MCSD Board/Administration, we parents/taxpayers are being treated the same as our students...having needed information withheld intentionally..I have a number of specific requests for SPLOST project clarification that are being ignored by the MCSD. Proper info should be readily available to all and without having to jump through hoops to get it.

Cathy Williams confirmed that the 2015 SPLOST requests are not based on any set projects , and MCSD Valerie Fuller conformed by e-mail that Cathy is correct. All the numbers have been pulled out of the air to basically create a tax funded "slush fund". In my Open Records requests for lists of projects, Valerie Fuller sent the following response to all of them: "Please see the 2015 SPLOST forum presentation, which is the applicable record." As you know, that "item" is nothing but a slide-show of other school systems' good things compared to how our school system hasn't maintained what it has responsibility to maintain. Cathy Williams.. now departed former member of the MCSD board that put the 2015 SPLOST "list" together said that no projects would be researched and/or prioritized until after the referendum. Everything to date is a "wish LUST".

Our buildings will continually need upgrades/maintenance, and technology will be ongoing throughout the district, including a change to digital capabilities for all our students. These are constant needs that won't be realized without funds." -- "Our buildings will continually need upgrades/maintenance"? Hmmm.. so Dr Lewis has planned to use the 2015 SPLOST as a maintenance slush fund all along.. Well.. GA Law says, "The revenue generated (from SPLOST revenues) cannot be used towards operating expenses or most maintenance projects... Ladies/Gents.. call, write, e-mail your representatives about stopping this vote.
From same set of minutes as above: " Mr. (Ricky) Harrow (2009 SPLOST Committee member) asked about the need to replace Spencer High. Mr (Bobby) Hecht (architect) explained that the school was built on plastic soils which expand and contract based on moisture content of the soil. We have an engineer that has placed monitors in several locations at Spencer. The monitors have shown very minor movements, both expansion and contraction, which is what they would expect. It is nothing that compromises the structure of the building." -- "nothing that compromises the structure of the building"? Then why does Lewis want to tear it down and build a new one for $56,000,000.00? I agree with Hecht's assessment.. I've been on the Spencer campus several time during the 18 months since that 2009 SPLOST Committee meeting, and have seen nothing that wasn't "fixable" with a consistent maintenance program.. Once again I say, if Spencer was in need of being razed, then the students there should simply be reassigned to the other high schools in Columbus.. there is already room to take them in, and the student count is not rising. Columbus doesn't actually need a new high school structure. The MCSD just needs to take care of what we have.

While it's not something that disqualifies a school board candidate/member, it should be a requirement that candidates/members of the MCSD Board inform the public about where their children attend school. Where are you....why are you all missing-in-action on the current 2015 MCSD SPLOST proposal?

There would be no issue had it not been for legislative action 20 plus years ago, but the GA legislature seems to be trying to wash its hands of the responsibilities it took on at that time.

1 - why aren't all such SPLOST referendums limited to voting to a November General Election date?

2 - Why aren't SPLOST proposals required to be submitted to a legislative review to assure that SPLOST requests are within the limitations of the bill that authorized such?
The MCSD 2015 SPLOST reeks of maintenance projects which were pretty much forbidden in the GA laws/regulations.

Personal warning: I recently submitted pictures/info on a majolica/cast iron table that I inherited. I even mentioned I had a picture documented in 1930 showing it inside my grandparents newly finished home in Columbus. One if the most compelling SPLOST items is the one addressing autistic needs. Unfortunately, the $4 Million dollar amount seems to be just a broad stroke without revealing what will actually be done, and is $4 Million truly enough for future years. I hate that one group had been suckered in by false sympathy since no plan has actually been spelled out.

You know the basic difference between most of the projects in the new proposed SPLOST and the first 3? The First three mainly built things.. this one is trying to repair and fix those buildings. Unfortunately, the GA SPLOST laws say SPLOST money/projects cannot be used for maintenance nor operations.

Has anybody seen Judy Thomas? I saw her at a funeral the other day, but the person I saw looked like she didn't recognize me..(Maybe it was her "evil twin") I've tried to get her attention/response on why (after she built her re-election campaign on returning the 1st Floor parking at the Government Service Center to the public) there are now 10 "Reserved for Government Service Center Personnel" spaces on the 1st Floor. It's bad enough, but on top of that, the spaces are reserved by a number, not the names of the employees so we know who thinks they are so privileged.
