Why wasn't the situation just turned over to the State Attorney General on the basis that either Expedia wasn't collecting the proper taxes it is charged with doing so, or that Expedia was collecting taxes from end users, and not turning the tax revenue over to the GA Department of Revenue? The answer: Private lawyers couldn't make money on the deal. Besides, threat of jail time is pretty persuading.

Bicycling is wonderful, but why should a leisure time hobby be more important than a motorist going to-and-from work? I used to be an avid bicyclist, even have a trip to Panama City Beach under my belt, but I learned the rules of the road, accepted that cars/trucks are bigger than me and would hurt me more than I would hurt them if we collided, and rode accordingly. Most people get on their bikes without ever reading the rules/laws and responsibilities that are in place.
