In the mid-90s, I was invited to serve on Mayor Peter's "{Committee on Economy and Efficiency in Government".. two major accomplishments (and a number of other chamges) were adopted.. one, that Council be stripped of having to approve all expenditures of $5.00 (that's right, $5.00), and that department heads be given purchase cards for buying supplies/needs under a Council set amount ($1,000.00 comes to mind) with the caveat that said managers be closely held responsible for their budgets and spendings. It's something that works in the private industry, but it seems government practices are not as efficient. Thank heavens we have new blood on the MCSB that is fighting to give our schools back to its citizens.
