It calls attention to the South as the higest ratio sector (though there are other states sparsely spread about the country.. The real story is that all states receive too much "fed money".. (that's money confiscated from individuals, and doled back to them after Washington takes a 20+% before turning it around) but it's the states that are designated receiving the highest amounts that are the real champions.. What it really shows is that the states ranked "highest" are the states that tax their citizens "less" and are run more efficiently.
