That means any refugee allowed in qualifies, but how can the federal government over rule states' rights on deciding whether refugees, much less documented illegal aliens, are granted "in-state" status?

Good grief.. combined with "Political Correctness", "bipartisan solutions" are what has brought America DOWN.. you cannot take a good idea and compromise it downward and get good results.. what's needed is open conversation with both sides aiming at the best possible solution, not one that takes the best of a real solution and replaces it with dregs from the other side and call it "bi-partisan cooperation".. lets' face it. "mediation/compromise" only means that no one is actually satisfied ..except for the "mediators/compromisers",, and that's because they know they have an ongoing career at repairing the damages.
