I can solve this.. STOP FEDERAL FUNDING ALTOGETHER! The problem is the "strings" attached to fed funds.. How is a fed government "of the people, by the people, for the people"  any of that when it tells one abnormal person "you're special", and hundreds of normal young women "you're not!"?

I remember when one of the first questions asked during juror selections was "Are any of you related to or friends of the accused, or lawyers, or witnesses in this case.. and that was basically an automatic exclusion...and rightfully so.. "blood is thicker than water"

Of the mandatory college fees charged for all "paying": students attending our state universities.. the "Athletic Fee" is the worst one.. it's not just to supply "student tickets".. it's main purpose is to supply scholarships for athletes.. good grief.. we finance providers not only are having to pay for our own kids, but for other people's children's tuition as well.. and we don't get "free tickets".. sadly, none of the "Athletic Fee" goes for academic, arts, or music scholarships....

I think I've narrowed down the group most interested in removing the "freeze" ....rental property owners in low income neighborhoods.. while they pounce on low priced properties when they come available, as long as there are homeowners there paying low property taxes, the rental owners are limited as to jh=how much rent they can ask for...

Also.. will someone explain the different Homestead Exemption categories? I see H1 is the basic protection for homeowners.. (a.k.a.the "tax freeze" figure), but I've seen H2 and H5 exemptiuons (I assume there are H3, H4.. and possibly H6 and higher designations) and note both H2 and H5 properties are completely tax exempt.. no personal property should be so. Alsdo, one of the cuplrits of falling tax revenues is Columbus State University as it buys property and that propety becomes tax exempt.. There's one other troubling problem we taxpayers will have to face as well. In the 2014 election, a state-wide referendum  was passed that allows colleges to sell their dorm facilities to private companies and those companies get the same tax exemptions on those buildings.. that's bad, but the sale gives the colleges MORE money to buy more property to build more dorms that they can then sell to private companies (along with the exemption), and buy more property that comes off the local tax digest. This means the colleges get free fire and police protection and the cities get less revenues to pay for it.
