" -- Every state's higher education system should cringe at this.. forget the instate status for illegal aliens problem, but a successful appeal on this could mean that all states may have to stop charging immensely profitable out-of-state fees to LEGAL citizens from other states.. think about it.. if this appeal is "successful" once an out-of-state student takes up a dorm/apartment for a university, theses students would have just as valid a reason as illegal aliens to claim instate status.

If there was already an additional $70,000,000.00 worth of debt at that time.. shouldn't HUD have "just said NO!"?
