There is something wrong with our juvenal
justice system if it takes between $29,000.00 and $90,000.00 per bed to
incarcerate each juvenile simply because recidivism is so high. Incarceration
that doesn't drive home the point that a juvenile criminal doesn't ever want to
go back to jail is a waste of tax dollars. Obviously, too many juveniles look at
jail as an acceptable alternative for 3 squares, a bed, and a roof, versus
earning one's way honestly in the outside world.
