You know, if a passenger on a domestic-to-domestic flight is required to have a government issued passport for ID, why is requiring a voter photo-ID a hardship? Oh, you know, I remember being required to have a driver's license when I applied for a passport.

First. why wasn't an operating budget assembled before the first dirt was excavated it see if it was an affordable expense worth paying for? Secondly, why can't a budget be materialized with existing City employees that is lower than outside contractors' bids?  Surely, outside contractors are incorporating a nice margin to pay themselves handsomely and provide healthcare as well?
