Soapbox moment: It'll be awhile before it can be put in writing (next Charter Review session following the 2020 Census), but it doesn't mean Council cannot adopt this now or another time between then and now. How about a Charter Amendment to make the Fund Balance "off limits" to balance a Mayor's budget proposal? The Fund Balance is a critical tool and should only be "dipped into" to handle emergency type needs of the City. In fact, Should current "Fund Balance" start to look out of the question for a 60 day period in the next year, Council should have to divert all expenditures for non-critical items until the Fund Balance is brought up to next years projected need.
