You know.. there are more questions that need to be asked AND answered about the DOT grant for the $244K RiverWalk toilet... My understanding of "grants" is that some City official has to submit an application, including specifications for such. Who drew up the grant application and specification?

Another question: Why wasn't a grant application simply filed with The Home Depot and Lowe's Foundations for a RiverWalk bathroom facility?
