The additional costs don't stop at personnel. Wear and tear on the facilities and increased utility costs will be great, and it will be unfairly competing against private after school childcare businesses.

L-E headline: "32 Texans accused of defrauding Aflac " -- About 21,600 +/- claims were filed over 10 years. That's 2,160 per year, and an average of 67.5 claims per annum per each of the 32. Hard to believe this could go on for 10 years before getting caught. Hope AFLAC nails them!
